For more information, visit us at www.amideast.org. **POSITION DESCRIPTION** The Human Resources Manager guides and manages the overall provision of the human resources functions, policies, and procedures. She/he leads and directs the HR team to enable them to deliver a comprehensive HR/Personnel service to different stakeholders. The Human Resources Manager proactively advises on the best HR practices that support achievement of business goals in broad areas including employee relations, compensation and benefits, recruitment, professional training and development, and performance/personnel management. **RESPONSIBILITIES** * Leads, motivates, and develops reporting staff to ensure that they have the necessary skills required to enable them to maximize their contribution in providing excellent HR services across the organization * Develops and supports implementation of HR policies and procedures to enhance the potential of the organization’s human capital and ensure that all legislative requirements are met in all Egypt offices * Develops and supports implementation of compensation and benefits policies and practices to ensure employees are fairly and competitively remunerated * Proposes updates to the Employee Handbook to be aligned with Amideast workforce standards and Egyptian Labor Law * Develops and supports implementation of the recruitment policies and procedures for the selection of top\-notch calibers, which enables the organization to meet its objectives * Develops and tracks the proper implementation of the performance management function to ensure that all employees receive regular feedback on their performance level * Conducts evaluation of Amideast job descriptions to ensure the right compensation scheme for Amideast staff based on the tasks, responsibilities, and competencies required for all the positions * Develops training and development plans, policies, and procedures to ensure that all employees have the necessary technical and behavioral skills required to perform their jobs * Develops Amideast/Egypt HR annual operating budget * Oversees the personnel function to maintain that employees’ records are accurate, up to date; all the governmental work documents are done in accordance with Egyptian Labor Law; and all policies and procedures are properly conveyed and well implemented in all Egypt offices * Oversees the Independent Consultants portfolio including developing rating scales and contracting procedures * Builds and maintains professional working relationships with relevant government representatives and oversees subordinates dealing with government bodies to ensure accurate and efficient processing of employment\-related formalities * Ensures that CD is updated on all new labor laws and regulations which may impact Amideast internal policies and procedures * Works with the CD to administer salary surveys * Listens actively and demonstrates an appreciation of other perspectives * Considers the department’s mission and values in making decisions and taking actions * Bases decisions on achieving desired outcomes pursuant to management direction * Combines analysis, experience, and judgment that results in fairness and accountability in actions **QUALIFICATIONS** *Required* * Bachelor’s degree or equivalent in Human Resources, Business, or Organization Development * HR Diploma or postgraduate degree in HR * Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, training, and development * Fluency in both written and spoken Arabic and English * 5\-7 years of experience in an HR managerial position * Active affiliation with appropriate Human Resources networks and ongoing community involvement * Excellent organizational skills * Excellent computer skills in Microsoft Windows environment * Results\-driven and can seek greater efficiency * Adapts to changing conditions and work responsibilities * Accepts constructive criticism and suggestions and uses them to improve performance * Creates measures of excellence and practices that s/he promotes * Sets goals that provide challenges and measure goal attainment regularly * Goes beyond traditional ways to address and resolve issues * Excellent interpersonal and coaching skills * Very good oral and written communication skills *Preferred* * Master’s degree in Human Resources or MBA * Prior work experience in an education or nonprofit setting * Advanced Excel, database management, and recordkeeping * TOEIC score of minimum 900 or equivalent **WORK ENVIRONMENT** The incumbent in this position will work in a professional office environment and will utilize the following equipment when working from the corporate office or remote home office (either on a full\-time, temporary, or hybrid basis) * Computer (laptop or desktop) * Printer/Photocopier/Scanner/Fax * Telephone The physical demands and work environment that have been described are representative of those employee encounters while performing the essential functions of this position.
